Generally it is easier to downsize rings, but not up. When sizing down, all you need to do is remove the excess material, but adding material to size it up, is a more difficult problem.

With the rings pictured, a jeweler will most likely just make a ring, in that style, at the right size and reset the stones - using the metal provided in the original ring and charging you for the extra metal plus the labor. When I purchase a ring from my jeweler, which needs to resized - he just charges for the extra metal and not the labor, so you may find that at Zales as well.
